The Agency for International Development in Lima, Peru, is seeking proposals from U.S. entities to provide strategic planning, technical assistance and monitoring services, as required by the USAID Mission to Peru, to two Peruvian Organizations receiving Cooperative Agreements from the Agency, the Peruvian Association of Exporters (ADEX), the Confederacion of Private Business Institutions (CONFIEP), and their counterpart organizations in the implementation of both the ongoing Microenterprise and Small Producers Support (MSP) Project and the new Poverty Reduction and Alleviation Activity (PRA). This 54-month contract will provide technical assistance to two projects that are concurrently, one with a fairly extensive history of accomplishments and one that has only recently begun. ADEX works with micro-entrepreneurs and smallholder farmers, to increase their incomes by expanding their markets and improving their productivity. CONFIEP works in ten economic corridors, establishing Economic Services Centers to facilitate access to information on markets, brokering deals between buyers and investors and producers, identifying needs for policy studies and dialogue, and promoting coordination between the private and public sectors. The contractor's primary responsibilities will be strategic planning and project development, assistance in market development and sales, provision of technical assistance and monitoring and evaluation. Offerors will propose team composed of: (1) a Chief of Party, (2) a Technical Assistance Coordinator, and (3) a Monitoring Specialist, with all backgrounds in Business Administration or Economics. Issuance of the RFP will be at least fifteen (15) days after publication of this synopsis. Proposals from prospective offerors will be due approximately forty-five (45) days after the date of issue.
