jchestnut@doleta.gov. The U.S. Department of Labor, Employment and
Training Administration (DOL/ETA) is soliciting proposals to continue
and complete specific evaluation activities in eleven "neighborhoods"
that compose the YOUTH OPPORTUNITY AREA DEMONSTRATION. Each Opportunity
Area consists of an identified target area within a designated
empowerment zone (EZ) or enterprise community (EC) with a population of
between 10,000 and 20,000 persons and poverty rate in the 1990 Census
that is among the highest in the EZ/EC. The three primary objectives of
this initiative are: (1) Estimating and comparing youth employment
rates in the designated areas before and three years into program
administration. (2) Performing a process evaluation that examines
services provided to program participants in the grant areas. (3)
Conduct ethnographic studies to assess the neighborhoods' sense of
well-being and under the demonstration by interviewing a variety of
individual residents in the new areas. The period of performance for
the prospective award is forty-two (42) month from the date of
execution of the contract by the Government. This requirement is let
under Full and Open Competition. The SIC Code is 8732 and the Size
Standard is $5 million. Please be advised that 20% of the total
contract amount must be subcontracted to small and small disadvantaged
businesses, including women-owned businesses, HUBZone small businesses
and businesses participating in the Small Business Administration's
8(a) Business Development Program. Request for proposals are available
on the Department of Labor, Employment and Training Administration's
Home Page approximately 15 days from this publication. Request for
proposals in hard copy form will be available at the same time on a
first come, first served basis, until the supply is exhausted.
Telephone requests will not be honored. For requests made after the
supply is exhausted, the Contracting Officer will determine whether
payment of a fee is warranted. The fee will not exceed the cost of
duplication of the solicitation documents. Closing date for receipt of
proposals is April 22, 1999 at 2:00 P.M. Local Time. Request for
proposals must cite RFP-DCS-99-33 and include two self addressed
labels. Failure to enclose labels may cause delays in mailing. Posted
