Keen (562) 961-8154 Provide all labor, material, supervision, equipment
and tools necessary to perform construction related hazardous material
removal services to building and real property owned or leased by
Department of Veterans Affairs, VISN 22, within the California counties
of Los Angeles, Riverside Orange, San Diego, and Clark County, Neveda.
This solicitation will result in a Firm Fixed Price, Multiple Award,
Open-End Hazardous Material removal contract. This procurement is a
100% Small Business Set-Aside utilizing the SIC Code 8744 and 4953. The
offeror shall be physically located within a radius of 120 miles of the
Network Business Center in Long Beach, California and be able to
perform construction services in all counties listed above. The
Government intends to award approximately two (2) contracts resulting
from this solicitation. Offerors will be required to submit a Technical
Proposal separate from a Price Proposal as indicated in the
solicitation. Proposals will be evaluated using the source selection
procedures in accordance with FAR Part 15.3 using the evaluation
criteria outlined in the solicitation. Individual task orders will be
issued under the awarded contracts either Sole Source RFP or
Competitive RFP whichever deemed to be in the best interest of the
Government. The offeror shall have the ability to perform hazardous
material construction services for construction projects ranging in
dollar value from $2000. to $500,000. The basic contract period for all
contracts will be one (1) year and four (4) option years for a maximum
duration of five (5) years or until a maximum accumulated task order
value of $5,000,000. is expended whichever occurs first. The scope of
work includes hazardous material removal associated with renovation,
alteration, improvement, repairs, and minor construction in healthcare
facilities. Hazardous material removal as it relates to this RFP
includes the work related primarily to the mitigation of asbestos
containing materials, lead-based materials, and other construction
related materials of a hazardous nature. Hazardous material removal
shall be coordinated with all the trades, and be performed in strict
compliance with VA, EPA, City, State, and other applicable codes and
regulations. Evaluation for award will be based on the following
technical factors listed in descending order of importance.: Factor 1:
Past Performance, Subfactor1.1: Contractor Past Performance; Factor 2
Project Management, Subfactor 2.1: Project Experience, 2.1.1:
Experience with multiple projects, 2.1.2: Technical Healthcare
Experience, Subfactor 2.2: Capacity to Accomplish the Work, 2.2.1:
Bonding Capacity, 2.2.2:: Organizational Capacity, 2.2.3: Quality
Control Capacity; Factor 3: Technical Approach, Subfactor 3.1:
Hazardous Material Construction Project Work Plan/Schedule; Factor 4:
Price. Technical evaluation criteria will rate higher than price
factors for purposes of award. A pre-proposal conference will be held,
date and time to be determined. The tentative date of issue of this
solicitation is on or about March 19, 1999. The tentative date for
receipt of proposals is April 19, 1999. All requests for the
