-- The Defense Threat Reduction Agency (DTRA) is planning to issue a
Request for Proposal not earlier than March 23, 1999 for work in
support of demilitarization of two SS-19 Intercontinental Ballistic
Missile (ICBM) Unified Fill Facilities (UFF) and three Nuclear Weapon
Storage Areas (NWSAs) in Ukraine. The contractor shall demilitarize:
the UFFs, which include the unsymmetrical di-methyl hydrazine (UDMH)
and nitrogen tetroxide storage, transfer, dispensing, and purging
facilities as well as the associated support buildings located at the
SS-19 ICBM bases at Pervomaysk, Khmelnitiski, and Makarov; the NWSAs
located at Pervomaysk, Khmelnitski, and Makarov; and the support
buildings associated with each. The demilitarization process may
involve any or all of the following five functional processes:
neutralization, decontamination, dismantlement, removal, and
elimination (demolition). The required contractual services include,
but are not limited to: project coordination; management support;
project planning and scheduling; engineering (construction, civil,
environmental, and chemical); project status/progress reporting;
development of neutralization, decontamination, dismantlement, removal,
and elimination (demolition) procedures; development of safety and
emergency response procedures; the actual operations involved in the
demilitarization of the UFFs, NWSAs, and maintenance/support
facilities; restoration of the excavated areas; and, salvage, transfer,
and disposal operations. Services also include the purchase, lease, or
rental of construction equipment and supplies required to accomplish
the work efforts. It is anticipated that the work will begin in FY99
and be completed in FY2002. A mandatory site visit to Pervomaysk,
Khmelnitski, and Makarov, Ukraine is tentatively planned for the week
of April 19, 1999. Each interested party shall submit by fax the names,
date of birth, place of birth and passport numbers of a maximum of two
individuals to attend the mandatory site visit to Tanya Stasiuk within
seven days of the RFP issue date. Interested parties are responsible
for ensuring that named individuals have valid passports and visas. The
subject solicitation shall be provided only on the DTRA Procurement
Page web link at http://www.dswa.mil. No paper solicitation will be
issued. Amendments which may be released (including questions and
answers) will also appear on the Procurement Page web link and will not
be preceded by written notification. It will ultimately be the
