This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The predominant material in this test set is electronics. This item is a portable test set used to maintain and checkout the pyrotector aircraft fire detection systems using 30-303 series control amplifiers. The tester is a compact unit contained in a rugged, drip-proof, aluminum carrying case equipped with a handle. Offers from firms not previously identified as sources for this require- ment will only be considered when it can be determined prior to award that the item being offered will meet the Government's requirements. Offerors should include a completed copy of provision 52.212-3 All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
