(SEC) has a requirement to upgrade its current Westinghouse Keycard
Access System at three locations; Judiciary Plaza Building, 450 Fifth
Street, N.W., Washington, D.C. 20549; the SEC Operations Center, 6432
General Green Way, Alexandria, Va. 22312, and the SEC Operations Center
Annex, 6441 General Green Way, Alexandria, VA. 22312. The contractor
shall provide a Year 2000 Compliant integrated keycard access system
that also makes use of the SEC's current coaxial cabling to communicate
between the card readers and multiplexers (i.e., devices that
communicate with the system software). This project shall be completed
by August 31, 1999. A separate contract for annual maintenance and
service may be awarded in the future. Requests for quotation must be in
