The purpose of this amendment is to answer the following questions submitted in writing. The questions and answers are provided below. 1. QUESTION: Is the net material weight per fiber kegs 50 pounds? ANSWER: The solicitation states in Section 4, Container Package, " net weight of 50 pounds ". 2. QUESTION: Will plastic pails be acceptable in lieu of fiber kegs? ANSWER: Section 4, Container Package, is revised from: "Container package should be moisture-proof fiberboard keg, net weight of 50 pounds, ...", to: "Container package should be moisture-proof fiberboard keg or plastic bucket, net weight of 50 pounds, ...". 3. QUESTION: Under DFAR 252.247-7023 Transportation of Supplies by Sea (c) Shipping product on ocean vessel other than U.S. flag Does this mean foreign products originating from Japan or China being transported to the U. S. via foreign flag vessel need to be approved in writing? ANSWER: DFAR 252.247-7023, paragraph (b) states, "The Contractor shall employ U.S.-flag vessels in the transportation by sea of any supplies to be furnished in the performance of this contract." In accordance with DFAR 252.247-7023, paragraph (c), "The contractor must submit any request for use of other than U.S.-flag vessels in writing to the Contracting Officer at least 45 days prior to the sailing date necessary to meet its delivery schedules." Also, please refer to FAR Clause 52.225-9, Buy American Act Trade Agreements Balance of Payments Program Certificate. C. Closing date and time remain unchanged. Proposals must be received no later than 1:00 p.m Hawaiian Standard Time, 8 March 1999.
