The U.S. Army is contemplating a sole source procurement of the TOW ITAS System Engineering Services Requirements to Raytheon Systems Company (RSC), McKinney, TX. The requirements include a basic year contract with additive options, plus four program year option requirements, with additional additive options for each year. Planned program year (PY) requirements are 42,892 basic hours, plus an additive option of 52,692 hours for PY01, 40,304 option hours plus additive option hours of 49,948 for PY02, 22,680 option hours plus additive option hours of 27,572 for PY03, 22,676 option hours plus 27,576 additive option hours for PY04, and 22,216 option hours plus 28,034 additive option hours for PY05. The TOW ITAS System Engineering Services Requirements will contain or require access to both classified and unclassified data, and data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Dec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. App 2401-2402). Subcontracting opportunities must be arranged between the prime and any potential subcontractors. Foreign industy may participate at the subcontractor level in relation to the TOW ITAS prime contractor, RSC. Foreign industry and/or non-U.S. citizens desiring a copy of the releasable portion of the solicitation must submit an official request through their respective embassy, Washington, D.C. to HQDA, ATTN: DAMI-POC.
