The Input NSN/PNs are: 1615-01-114-0850/145D5300-3; 1615-01-216-3828/145D5300-5; 1615-01-312-2390/145D5300-9, 1615-01-315-4069/145D5300-10 and 1615-01-315-9365/145D5300-11; the Output NSN/PN is 1615-01-315-9365/145D5300-11. A five year Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity type contract is anticipated. The minimum quantity is 08 each and the maximum quantity is 49 each. This is a sole source requirement to Boeing Defense and Space Group, Helicopters Division, Philadelphia, PA 19142-0858. Existing unique design capability, engineering skills and manufacturing knowledge by the qualified source require procurement of this effort from Boeing. The proposed contractual action is for an effort, which cannot be procured through full and open competition, Justification and Authority is 10 U.S.C. 2304 (c)(1), only one responsible source or a limited number of responsible sourcs and no other supplies or services will satisfy agency requirements. Depot Maintenance Work Requirement (DMWR) 55-1615-325, including changes 01 through 08 with applicable ATCOM Engineering Directives (AEDs), is available. However, Boeing has the manufacturing experience, technical knowledge and necessary test stand that are essential to the performance of this Safety of Flight part. This part requires a test stand, not available from the Government or Boeing Aircraft, essential to perform the overhaul/modification and maintain the quality of the part.
