SYNOPSIS/SOLICITATION for Commercial items in accordance with the
format in Subpart 12.6, supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Proposals are being requested and a written solicitation
will not be issued. (ii) This solicitation, Number N68335-99-R-0139,
is being issued as a competitive Request for Proposal (RFP). (iii) The
solicitation and incorporated provisions and clauses are in effect
through Federal Acquisition Circular 97-05. (iv) This solicitation is
a small business set aside. SIC is 3728. (v) Contract Line Item Number
is as follows: CLIN 0001 Hydro-Mite Landing Gear Strut Service Stand,
P/N HM-GT1-CD, or equal, eight (8) each. One operations and
maintenance manual with illustrated parts breakdown shall be included
with each unit. (vi) The Hydro-Mite Landing Gear Strut Service Stand is
a unit designed for servicing C-130 aircraft oleo-pneumatic landing
gear struts. The unit shall meet or exceedthe following technical
requirements: The unit shall service C-130 aircraft oleo-pneumatic
struts simultaneously with hydraulic fluid and nitrogen. Waste
hydraulic fluid removed from the serviced strut shall be collected
within an on-board waste reservoir for disposal. Servicing time shall
not be more than 15 minutes. Fluid capability: MIL-H-83282, MIL-H-5606.
Power Source -- Diesel. Pump: Infinitely variable pressure up to 3000
PSI, infinitely variable flow up to 5 GPM. Instrumentation: Sufficient
to monitor all pertinent aspects of the servicing cycle. Filtration:
Supply fluid -- 3 micron absolute, disposal, non-bypass; return waste
fluid -- 10 micron absolute, disposable non-bypass. Hose assemblies:
Servicing hoses shall be at least 30 feet in length; end fittings shall
attach to standard; Schraeder values, P/N MS28889-1, or equal, without
the use of adapters. Hydraulic reservoirs: supply and waste tank
capacity shall not be less than 30 gallons; fluid level shall be
indicated on both tanks; drain ports shall be provided on both tanks.
Nitrogen supply: The nitrogen source shall conform to MS39224 and
BB-N-411 and the nitrogen source shall be mounted securely on board the
mobile servicing units. Transportability: The unit, with all hose
assemblies and tanks, shall be mounted on a towable chassis. This
chassis shall be capable of towing speeds of 5 MPH and shall be
equipped with a hand-operated brake. The front wheels shall be
steerable. Fork lifting: suitable locations for fork lifting shall be
provided on the unit chassis. Unit access: The unit enclosure shall
provide adequate access for routine maintenance and inspection. (vii)
All items shall be preserved, packaged, packed and marked in accordance
with Best Commercial Practices. Delivery shall occur no later than 24
weeks after contract award. FOB Destination. Ship to: NAWCAD Equipment
Staging Area, Highway 547, Bldg 195 (Hanger 6), Lakehurst, NJ
08733-4851 Mark For: C-130 Program. Inspection/Acceptance at origin.
(viii) FAR 52.212-1 Instructions to Offerors, Commercial, is
incorporated by reference. Addendum to FAR 52.212-1: All offerors
competing for award are required to provide a proposal in two volumes:
VOLUME 1 -- Price Proposal, Certifications and Representations. VOLUME
2 -- Operations and Maintenance Manuel and Descriptive Literature.
Offeror must also provide the terms of commercial warranty and prior 2
years sales history for the same or similar items. For example: the
number of units sold, customer sold to, point of contact, previous
Government contracts. Descriptive literature must be furnished as part
of the offer. The literature is required to establish, for the purpose
of evaluation and award, details of the products the offeror proposes
to furnish. Technical acceptability will be based on comparison between
the descriptive literature and the performance specification. (ix) FAR
52.212-2, Evaluation -- Commercial Items is incorporated by reference.
Addendum 52.212-2 Para (a) Award will be made to the lowest priced,
technically acceptable offeror. Offers will be evaluated on a strictly
pass/fail basis. (x) Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications,
Commercial Items and DFARS 252.212-7000, Offeror Representations and
Certifications, Commercial Item (Nov 1995) with its offer. (xi) FAR
52.212-4, Contract Terms and Conditions, Commercial Items is
incorporated by reference. The resulting contract will be firm fixed
price. (xii) FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statures is incorporated by reference. The following
provisions apply: FAR 52.203-6, Restrictions on Subcontractor Sales to
the Government with Alternate I; FAR 52.203-10, Price of Fee
Adjustment for Illegal or Improper Activity, FAR 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era;
DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense

and Balance of Payments Program; DFARS 252.247-7024, Notification of
Transportation of Supplies by Sea. (xiii) Additional requirements.
Warranty. The offeror's commercial warranty of at least 12 months shall
apply and should be stated in the Operations and Maintenance Manual.
The information shall be a brief statement that a warranty exists, the
substance of the warranty, the duration, and claim procedures. (xiv)
Cost Proposal, operation/maintenance manual and descriptive literature
are due by 3:30 p.m. EST, April 5, 1999 at the Naval Air Warfare
Center Aircraft Division Lakehurst, Attn: Code 25221BC, Bldg 129-2, Hwy
547, Lakehurst, NJ 08733-5082. Offerors must acquaint themselves with
the new regulations concerning Commercial Item Acquisition contained at
FAR Subpart 12 and must ensure that all Representations and
Certifications are executed and returned as required in this
