Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, intends to issue a sole-source purchase order to
Strong Enterprises for the acquisition of eighteen (18) Military
Tandem Tethered Bundle (MTTB) systems. These items are available only
from Strong Enterprises by direction of the Marine Corp Systems Command
(MARCORPSYSCOM). The materials form a highly specialized underwater
delivery system which has undergone extensive testing and qualification
under the MARCORPSYSCOM diving Authority. Each part has been tested to
perform to rigid requirements for range, depth, etc. Only those
articles which have been successfully tested are qualified. The
objective of this process is to verify that the system provides
acceptable levels of safety and mission critical support throughout the
system specific operating range when approved operating and maintenance
procedures are followed. The intent of the process is to provide
maximum reasonable assurance that the mission canbe completed and an
accident will not occur. Accordingly the material is required for
modification and maintenance of the MARCORPCOMSYSCOM assets under
cognizance or OEP. In summary all Marine Corp systems undergo extremely
rigid quality control for all components used due to the high risk of
bodily harm. Therefore, the system requirements for the various
components of all systems is an absolute necessity. All materials
delivered for these systems must be of high quality and be manufactured
in accordance with the specification provided for each component of the
system. Due to these rigid specifications, only Strong Enterprises is
