This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotes (RFQ). The RFQ identification number is EMV-1999-RQ-00021. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The procurement is a small business set-aside. The SIC Code applicable to this RFQ is 5713. The small business size standard is 500 employees. This RFQ shall result in a firm fixed price type procurement action, and the Contractor shall provide quotes for each Line Item. The Federal Emergency Management Agency proposes to procure an Atlantic Access Flooring System, or approved equal. The system consists of the following: CLIN 0001: Raised Floor Panels, Model FS-1000 (Cementitious Core), with Factory Monolithic Porter Scholar 3, #02 Graphite Color Carpet (QTY: 1,042 Each). CLIN 0002: Floor Pedestal, Assembly, Field Type, 8" Finished Floor Height (QTY: 955 Each). CLIN 0003: Floor Pedestal 1, Perimeter Type, 8" Finished Floor Height (QTY: 230 Each). CLIN 0004: Floor Stringers, 4' Length (Qty: 1,000 Each). CLIN 0005: Floor Stringer Fasteners ( QTY: 4,000 Each). CLIN 0006: Pedestal Adhesive (QTY: 8 Gallons). CLIN 0007: Complete Ramp Assembly, with Shoe Covering, 6' Wide X 8' Long (48 Square Feet). CLIN 0008: Fascia Assembly, Complete with Nosing Plate, Bottom Angle 8" Finished Floor Height (Qty: 24 Linear Feet). CLIN 0009: Handrail, Sloping Aluminum, for Both Sides of Ramp, 10' Lengths (Qty: 20 Each). CLIN 0010: Claw Type Lifting Device (QTY: 2 Each). DESCRIPTIVE LITERATURE: The contractor shall provide descriptive literature for make and model of proposed "or equal" products in accordance with FAR Clause 52.212-1, Instructions to Offerors Commercial Items,paragraph (b)(4). Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product complies with the standards above will result in the rejection of that product. Shipping shall include a packing slip stating the Purchase Order Number, Date Shipped, and Quantity. The Government desires the Contractor's best delivery schedule. The following Federal Acquisition Regulation (FAR) references apply to this acquisition: 52.212-1, Instruction to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items (Award will be made without discussion to the responsible, responsive offeror whose quotation conforming to this solicitation is the lowest cost and technically acceptable offer.); 52.212-4, Contract Terms and Conditions Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, incorporating the clauses listed at subparagraphs 42.212-4(a)(1) & (2), and b(5), (12), (13), (14), (15), and (16).
