requesting comments on a draft Request for Proposal (RFP) for a
functional solution to replace the existing Automatic Call Distributor
(ACD) network, located in Teleservice Centers located throughout the
United States, including Hawaii and Puerto Rico. Historically SSA
receives 75 million call attempts annually. The solution must be
capable of successfully processing without blockage 10,000 simultaneous
calls. The draft solicitation entitled "ACD Replacement Functionality"
will be available for industry review and comment in mid March 1999,
with comments due 21 days after release. The proposed contract is
anticipated to cover a 10-year period (base term of 1 year plus nine
1-year options). The draft solicitation will be handled as a Commercial
Item acquisition and will include only those clauses and provisions
required by FAR Part 12 as well as Part 15. To obtain a copy of the

solicitation is not a RFP. Proposals submitted in response to the draft
solicitation will not be evaluated. No contract will be awarded as a
result of the draft solicitation. No cost or pricing data is desired or
required. Industry comments on the draft solicitation may address the
following: clarity of specifications; feasibility of approach;
technical restrictiveness, if any; pricing structure/methodology;
evaluation factors/criteria, and any other general comments and/or
questions. Comments and/or questions concerning the draft solicitation
must be presented in writing or in electronic format which will be
machine readable on a Pentium PC or compatible machine, using Microsoft
Word 97, on a 3.5 inch, MS DOS formatted, virus-free, floppy diskette
tothe addresses listed above. All issues pertinent to the draft
solicitation must be raised by this deadline so that any suggested
adjustments may be considered by the Government prior to the release of
the finalized solicitation. The SSA does not intend to provide comments
