This synopsis is for information and planning purposes only, and is
not to be construed as a commitment by the Government The Naval
Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian
Head, Maryland, is searching for sources who can supply a commercially
available off-the-shelf (COTS) underwater lane marking device that can
be remotely activated. Device will be used to guide Naval Ships and
will provide for: (l) untethered remote actuation distances of no less
than 3/4 mile; (2) operating depths 10-66 fsw; (3) operations in high
ambient noise environments such as those found close to shore or
marina's; (4) physical attachment/placement below the water surface
until released; (5) diver placement ie., buoyancy, lightweight, ease of
attachment, and size; (6) the ability to activate more than one lane
marking device simultaneously; (7) shipboard visible distance of no
less than mile, day and night regardless of weather; and (8) secured
actuation. Interested entities may submit written responses and
videotapes detailing technical compliance to: Indian Head Division,

be pertinent and specific to the technical area under consideration.
There is no specific format or outline that your response must follow.
In addition to the written submission, a formal demonstration or a
videotape of the systems demonstrating its ability is highly desirable.
If a formal demonstration is possible, at contractor's expense, please
indicate in your submission 3 available dates. Demonstrations must be
completed prior to 01 June 1999. Videotapes should be submitted with
the written submission. It is also encouraged to submit other
descriptive literature and any other specific and pertinent information
that would enhance our consideration and evaluation of the information
submitted. Firms responding should indicate whether they area a small
business, a socially and economically disadvantaged business, or a
woman-owned business. Please include two (2) copies of each response.
Each response must reference the sources sought title and must be
limited in length to l0 typed pages (not including the additional
descriptive literature). TELEPHONE RESPONSES WILL NOT BE HONORED. So
that your response can be included in our source lists for all
appropriate Fiscal Years (FY) 1999 and 2000 competitions, your response
must be received not later than close of business on 07 Apr 1999.
Responses will be accepted after that date, but cannot be assured of
