modification is to add several contract provisions and clauses, revise
the specification, and provide questions and answers that have been
received since release of the solicitation. Accordingly, the following
changes are hereby made: A. 52-212-1, Instructions to Offerors,
(Addenda), is revised to add the following full-text provision as a
result of clause 52.222-37 being incorporated by reference under clause
52-212-5. "Compliance with Veterans Employment Reporting Requirements
(February 1999) By submission of its offer, the offeror represents
that, if it is subject to the reporting requirements of 37USC 4212(d)
(i.e. the VETS-100 report required by FAR Clause 52.222-37, Employment
Reports on Disabled Veterans and Veterans of the Vietnam Era), it has
submitted the most recent report required by 37USC 4212(d)." B.
52-212-4 Addenda, is revised to add the following full text clause:
"Observation Of Regulations And Identification Of Contractor's
Employees (LARC 52.211-104) (Aug 1998)" A. Observation of Regulations
-- In performance of that part of the contract work which may be
performed at Langley Research Center or other Government installation,
the Contractor shall require its employees to observe the rules and
regulations as prescribed by the authorities at Langley Research Center
or other installation including all applicable Federal, NASA and
Langley or other local installation safety, health, environmental and
security regulations. B. Identification Badges -- At all times while on
LaRC property, the Contractor shall require its employees,
subcontractors and agents to wear badges which will be issued by the
NASA Contract Badge and Pass Office, located at 1 Langley Boulevard
(Building No. 1228). Badges shall be issued only between the hours of
6:30 a.m. and 4:30 p.m., Monday through Friday. Contractors will be
held accountable for these badges, and may be required to validate
outstanding badges on an annual basis with the NASA LaRC Security
Office. Immediately after employee termination or contract completion,
badges shall be returned to the NASA Contract Badge and Pass Office.
B. 52-212-5 is revised to add the following clause by reference:
52-219-4, Notice of Price Evaluation Preference for HUBZone Small
Business Concerns. C. Item 17, Description is revised to add the
following to the specification: "Operating and Maintenance manuals, 1
set, shall be provided for the coordinate measuring machine, including
the measuring probe, software and computer system." D. The following
question has been received: 1. Question: Will "off-loading/rigging
services" be available at delivery or will the offerors be responsible
for including the cost of riggers in their offer? Answer: The
