this requirement is to procure four (4) each High Resolution
Inductively Coupled Plasma Magnetic Sector Mass Spectrometer Systems
(HR-ICP-MS), one (1)each for the U.S. Customs Laboratories in
Springfield, VA, Savannah, GA, Los Angeles, CA and San Francisco, CA.
The proposed contract will also provide an option to purchase an
additional 4 each within a two year period of the initial contract
award. The HR-ICP-MS System shall consist of: Inductively Couple
Plasma, Hot and Cold Plasma, Nebulizers, Spray Chamber, ICP Torch and
Interface Cones, X-Y-Z Translation Stage, Mass Flow Controllers, Torch
Ignition, Remote Modem Control and Autosampler. The equipment will be
used to trace element profiles obtained by chemical analysis to
determine whether an agricultural product was indeed produced in the
country claimed. The instruments are being purchased to expand our
analytical capabilities by providing state-of-the art technology. A
performance/technical specification will be provided with each
solicitation. In order to be considered for an award each vendor must
be capable of meeting all requirements of the specification. The
evaluation criteria is listed as follows: A. Minimum Technical
Specification weight 45% B. Serviceability, Support, and Training
weight 20% C. Past Performance weight 15% D. Cost weight 15% E.
Warranty weight 5% It is anticipated that an award will be made to the
contractor who submits a proposal that provides the best overall value
in terms of the evaluation categories identified above. This is an
unrestricted requirement. Required delivery date shall be 60 days from
the date of contract award. The HR-ICP-MS Systems shall be delivered
as follows: 1 each to U.S. Customs Service Laboratory Springfield,
Virginia, 1 each to U.S. Customs Service Laboratory Savannah, Georgia,
1 each to U.S. Customs Service Laboratory Los Angeles, California and
1 each to U.S. Customs Service San Francisco, California. Proposal are
due April 22, 1999, at 4:00 p.m., Indianapolis, Indiana time. Proposals
shall be submitted in two parts, technical and cost to: U.S. Customs
