The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Science Center, is issuing notice of intent to negotiate a sole source contract with E. G. Solutions, Inc., to provide three (3) five foot Rotary Screw Fish Traps (Patent 4,929,350). The traps shall be delivered to Cherryfield, Maine no later than April 9, 1999. The traps will be used to collect Atlantic Salmon Smolts in the Narraguagus River that are part of a population that has been listed as a species of concern under the Endangered Species Act. The fish traps provided by E. G. Solutions, Inc., have technical features that are unique and are not available from other sources. They are the sole licensed manufacturer of the required Rotary Screw Fish Traps. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 18, 1999. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Quotation.
