requirement for low light cameras to be used with the Dragon Drone
unmanned aerial vehicle to enable night operations. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation M67854-99-R-2090 is being
issued as a Request for Proposal. This solicitation document
incorporates Provisions and Clauses that are in effect through Federal
Acquisition Circular #97-10. In accordance with FAR Provision
52.212-2, the Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price, and
ability to meet product considered. This procurement is 100% set-aside
for Small Business and the Standard Industrial Classification Code
(SIC) is 3669. The size standard is 750 employees. The contractor shall
deliver to the Government low light CCD cameras, suitable for use on a
drone, and in conformance with the following specifications. To meet
size and weight constraints, it is understood that the contractor might
have to remove/replace existing housing and utilize a lens suitable for
personal computers. Only off the shelf, proven products will be
considered. Specifications: A. Minimum Illumination: .0003 lux with
F1.1 lens B. Resolution: 380 horizontal lines C. Signal to noise:
Greater than 46dB D. Input voltage: 12 volts E. Power: Not to exceed
180 mamps at 12 volts F. Dimensions: Not to exceed 3 inches in any
dimension G. Weight: Not to exceed 300 grams including lens H. Output:
NTSC analog video, BNC output connector I. Shock: Must survive a 20G
acceleration at first motion and a steady acceleration of about 10G's
during the remainder of the drone launch sequence (.25 seconds). J.
Vibration: The camera must be capable of withstanding a maximum G-force
due to vibration of 5 G's in each axis (longitudinal, lateral and
vertical). Maximum vibration loads occur around 80 to 120 Hz with other
peaks around 180 to 230 Hz and 280 to 350 Hz. It is the Government's
intent to award a firm-fixed price contract consisting of a base period
