The Defense Threat Reduction Agency (DTRA) has a requirement to develop and demonstrate a PC-based electronic toolkit containing data, procedures, models and computational aids used in the Testable Hardware (TH) protocols in support of the implementation of the TH methodologies. Objectives are (1) to support the implementation of TH methodologies by ensuring availability of electronic design toolkit for system designers which support TH protocols (text data, and models referenced in the protocols will be incorporated into a user-friendly, engineering level tool to help system designers implement the methodologies; ensure the availability of the toolkit by incorporation of approaches that make the electronic tools easily reproducible, useable, OS tolerant, updatable and distributable; no licensing fees; and DARE compatible (for distribution)), and (2) to encourage teaming arrangements to ensure expertise, product users, and applicability to system designers (survivability expertise, software programmers, system integrators). Specific tasks will include providing program management, TH toolkit development, TH toolkit demonstration, and TH toolkit distribution. A sixteen-month period of performance is contemplated.
