Research Laboratory, Materials and Manufacturing Directorate, Defense
Production Act Team (AFRL/MLMP) intends to issue Broad Agency
Announcement (BAA) 99-7-MLK for Silicon on Insulator (SOI) Wafers. The
objective of the program is to establish a long term, financially
viable, domestic Silicon on Insulator wafer production capacity. The
Air Force, as the Executive Agent for the Defense Production Act (DPA)
of 1950 Title III Program, is authorized to provide appropriate
incentives to establish, maintain, modernize, and expand domestic
production capacities for critical technology items and industrial
resources essential for national defense. It should be noted that the
production capacity for these SOI wafers must be a domestic source. The
DPA of 1950, as amended (50 U.S.C. Appendix, Section 2061 et seq)
defines a domestic source as a business concern (a) that performs in
the United States or Canada substantially all of the research and
development, engineering, manufacturing, and production activities
required of such business concern under a contract with the United
States relating to a critical component or critical technology item,
and (b) that procures from business concerns described in subparagraph
(a) substantially all of any components and assemblies required under
a contract with the United States relating to a critical component or
critical technology item. Release of the BAA is anticipated for March
1999, and the proposals in response to the BAA will be due 30 calendar
days thereafter. Information in this synopsis is for planning purposes
only and does not constitute a BAA announcement and should not be
construed as a commitment by the Government. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
Contracting Officer, but to communicate Contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the selection
