Standards and Technology (NIST) intends to negotiate on a sole source
basis with Mr. Clifton B. Childers, Silver Spring, Maryland for
research services to be conducted at the NIST, Gaithersburg, Maryland
site. Services shall include assistance with the step-up calibrations
of ac-dc difference standards, step-down calibrations of ac-de
difference for NIST thermal transfer shunts, and ac-de tests on high
current transfer shunts. The contractor shall also provide training on
NIST thermal transfer standards and their use in making ac-dc
difference calibrations using NIST comparator systems. Deliverables
shall be reports. The period of performance shall be from date of award
of a purchase order for one year. The method of acquisition shall be a
Request for Quotation with an anticipated award date of March 25,
1999. This is a sole source requirement with Mr. Childers because he
has performed similar step-up calibrations for the NIST set of
reference current converters using the manual comparator for over 25
years. He is also familiar with the new automated comparator and has
unique experience and expertise in carrying out comparability of the
calibrations made with the new comparator. He also has experience with
step-down calibrations of ac-de difference for thermal transfer shunts
for many years and experience in testing new shunts designed for
operation up to 100A. This experience makes him uniquely qualified for
this work. This notice is not a Request for Quotation. However,
interested parties may identify their interest and capability to
satisfy the Government's requirements no later than the response date
above. Capability statements must include documentation of experience
and expertise in all areas pertinent to the proposed project. A
determination by the Government not to compete this proposed action
based upon responses to this notice is solely within the discretion of
the Contracting Officer. In accordance with FAR 5.207(e)(3), Numbered
