Space Flight Center is soliciting proposals on a full and open
competitive basis from qualified organizations to award contracts,
grants and cooperative agreements for Space Solar Power (SSP)
technology development. Products from proposed investigations might
include conceptual designs with accompanying analysis, hardware
prototypes, ground or space demonstrations, or analytical software for
SSP concepts. Approximately $6M is available in FY 1999 to support
this program and it is expected that awards in the range of $100K --
$1M this year will be made. Technology areas that are solicited by this
NRA include but are not limited to: One, SSP Research and Technology
(R&T): tightly focused exploratory research targeting "tall poles" and
rapid analysis to identify promising systems concepts and establish
technical viability to "first-order". Two, SSP Technology
Demonstrations: initial, small-scale demonstrations of key SSP
concepts/components using nearer-term technologies, with an emphasis on
enabling multi-purpose (space or terrestrial) applications of SSP and
related systems/technologies. Three, Systems Studies and Analysis:
Analysis of SSP systems and architecture concepts (including space
applications). Efforts will include market/economic analyses to address
the potential economic viability of SSP concepts, as well as
environmental issues assessments, for various potential terrestrial and
space markets. It is anticipated that the allocation of resources
across these three catogories will be approximately equal. In addition,
the technology-focused work breakdown structure across these areas will
include: (1) Systems Integration, including research and studies for
definition of SSP system concepts; space science, exploration and
commercial mission applications; economics studies, systems studies and
analysis tools, and technology assessment and analysis activities, (2)
Wireless Power Transmission (WPT), (3) Structures, Materials &
Controls (SM&C), and Thermal Management & Materials, (4) Solar Power
Generation (SPG) and Power Management and Distribution (PMAD), (5)
Ground Segment Systems, (6) Environmental & Safety Factors, (7)
Platform Systems, (8) Energy Storage, (9) Earth To Orbit (ETO)
transportation and infrastructure, and (10) In-Space transportation and
infrastructure. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. All qualified responsible sources
may submit an offer which shall be considered by the agency. The
anticipated release date of the NRA is on or about March 19, 1999 with
an anticipated offer due date of on or about April 19, 1999. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
