The Defense Threat Reduction Agency (DTRA) has a requirement to
develop and demonstrate system hardening technologies for space,
missile, and interceptor systems which are necessary to recover from
prompt ionizing radiation and SEE effects. This includes analysis,
assessment, technology development, and test and evaluation. The
objectives are to support the implementation of Testable Hardware
methodologies by ensuring the availability of technology for the
hardening of systems which must circumvent and recover. This effort
will support the development of two technologies in two phases: Phase
I -- a macro library(s) addressing circumvention and recover function
which can be implemented on a hardened line; Phase II -- a
contractor-proposed technology which will reduce the impact of recovery
on system performance following prompt ionizing radiation or SEE.
Additional objectives are to encourage teaming arrangements to ensure
expertise, product users, and applicability to multiple systems;
develop products on a one-two year timeline; support technical
assistance to users through task order options; and demonstrate
technology solutions through cooperative efforts between DTRA and
system program offices. A forty month period of performance is
contemplated. Contractor personnel will required DoD security
clearances at the Secret level. All responsible sources may submit a
