U.S. Arms Control and Disarmament Agency (ACDA) has a need for an
indefinite delivery requirements type contract (or contracts) for
studies, analyses, and support of all aspects of the Biological Weapons
Convention Implementation (BWC). The areas of support include four (4)
Research Categories: (1) Biological Weapons convention,
implementation, compliance, and Ad Hoc Group Support; (2) BWC
organization and functions; (3) Trilateral(Russian
Federation/U.K./U.S.) BW arms control activities and negotiations; and
(4) BW arms control. The Government reserves the right to award a
single contract for all four Research Categories, separate single
awards for less than all Research Categories, or multiple awards for
all or less than all Research Categories. The estimated performance
period for the proposed contract(s) will be for one base year and four
additional one year option periods, which may be exercised at the
discretion of the Government. It is anticipated that the level of
effort for all Task Ordersissued in the first contract year will be two
(2) person-years of professional effort. Additional funding for tasks
may be available. Level of effort for option years, if exercised, will
vary pending availability of funds but is expected to be approximately
two (2) person-years of professional effort per year. Offerors must
have current DOD facility clearances and safeguarding capability at the
SECRET level of security classification. All requests for RFP 99-03
must be in writing. Telephone requests will not be accepted. ACDA
anticipates RFP 99-03 will be issued on or about 30 days after the
publication of this notice. Closing date will be 30 days after the
issuance of RFP 99-03. All responsible sources may submit an offer
which will be considered. ACDA will merge with the Department of State
