CONTRACT INFORMATION: Under the authority of FAR 6.302-1 the Corps of Engineers, Alaska District, intends to award a sole source modification to ENSR Consultants & Engineers to perform the services described below. If an AE is interested and believes they are capable of performing this work, they are invited to submit their letter of interest. All responders are advised that this project may be cancelled or revised at any time during the solicitation, evaluation, negotiation and final award. Award is anticipated for Apr 99. 2. PROJECT INFORMATION: Edwards AFB has a complex Clean Air Act program since it lies in three different air districts, each with different rules and each has a different federal attainment status. Kern, Los Angeles, and San Bernardino have different requirements for nonattainment and particulate emissions. Edwards AFB has about 2,500 air emission sources that requires a strict inventory and reports to meet CAA requirements. The base has 11 Title V federal operating permits for the 22 stationary sources. The base is a major source of hazardous air pollutants, and there are complex offset requirements for any increases in emissions. The rocket test facility drives the future EPA requirements at the base. ENSR has prepared most of the air compliance documents, and are thoroughly familiar with the regulatory requirements and regulators at the base; they are involved in the development of the long-term strategy for the base to meet the air compliance requirements of the proposed CAA.
