Architect-Engineer Services for the preparation of pre-design, design and construction documents, and construction administration services for a new office/storage facility of approximately 15,000 SF at the Newport Research Station, Hatfield Marine Science Center (HMSC), Newport, Oregon. The facility will approximately consist of a 10,000 SF office building and an adjoining 5,000 SF warehouse/support building portions of which can be readily converted to office space as need arises. The new structure will be wood-framed, with CMU and concrete bearing walls to match the existing architecture at the HMSC. Two, unused settling basins, must be demolished to make way for the proposed construction. The estimated cost of construction is between $1 and $5 million. The scope of work to be contracted includes typical architectural and engineering services including environmental assessment, schematic design, design development, construction documents, and construction administration. Official approval to proceed with the design of the project is pending and there is no additional information available at this time. To be considered under this announcement, firms must meet and show conformance to the following minimum requirements: 1) Services shall be provided under the direction of an Architect or Engineer currently licensed in the State of Oregon. All plans, specifications, drawings or reports submitted under this contract will require the personal seal of the Architect or Engineer. 2) Demonstrate the capability to design projects in both English and metric. 3) Demonstrate the ability to comply with the following requirements: Drawings shall be created and submitted in native AutoCAD release 14 format. Drawings created in other CAD programs and then translated into AutoCAD are not acceptable. Specifications, reports, databases, and similar items shall be submitted in native Corel WordPerfect format. The firm shall update software versions at their own expense at the request of the Government. Evaluation and selection will be based on the following qualifications listed in descending order of importance with factors 4 and 5 being of equal weight. 1) Professional qualifications necessary for satisfactory performance of required services; 2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 3) Specialized experience and technical competence in the type of work required including coastal and energy efficient designs; 4) Capacity to accomplish the work in the required time; and 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Pertinent statements relative to the evaluation factors shall be included in Part 10 of SF 255. Firms wishing to be considered must submit completed SF-254(s) and SF-255(s) and other pertinent information as required above. All submittals must be in original plus two copies. Brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement will not be considered.
