Proposals are currently being requested for the MSX Satellite Software
Support services for 1st Space Operations Squadron (1 SOPS), Schriever
AFB, CO. This effort involves, but is not necessarily limited to: 1)
the use of a SUN Ultra 1 workstation and a personal computer, 2)
providing support 24 hours/7 days a week, 3) analyzing proposed changes
and providing technical assessments of proposed solutions, and advising
on potential operational impacts of proposed changes, 4) documenting
changes using appropriate Government forms, 5) performing software
modifications, 6) updating documentation affected as a result of
maintenance actions, 7) testing modifications to ensure software is
accurate, meets Government_s requirements and does not regress the
system, 8) providing and maintaining a database that provides accurate
tracking and status of configuration changes, read-only access to
Government, and permits Government to generate ad-hoc queries on the
configuration tracking database, and 9) performing Year2000 assessments
and fixes to software. The software maintenance effort involves
development and modification of multiple Microsoft EXCEL
spreadsheets/macros, Microsoft ACCESS databases/macros, Microsoft
VISUAL BASIC files/macros, UNIX shell scripts, and C-based tools. The
Basic period of performance for this effort will be 01 May 1999, or
date of contract award if subsequent thereto, through 30 September
1999; with three (3) one-year Option periods. MSX is an experimental
satellite carrying several research payloads. The satellite is
commanded by 1 SOPS. The primary payload user must receive data files
generated from mission software applications (MSAs _ such as are
mentioned above) daily. A thorough understanding of the AFSCN and
familiarity with Schriever AFB and 1 SOPS operations is desireable.
This function requires close interaction with other contractor hardware
and software maintainers, and Government members performing the MSX
mission. Obtaining Secret Clearance is required. This acquisition will
besolicited on an unrestricted, full and open competition basis. The
anticipated Standard Industrial Code (SIC) for this acquisition is
7371, size standard is $18.0M. Government Furnished Property/Equipment,
as specified in subject solicitation, will be turned over to the
contractor to perform required services. New respondents must identify
expertise in the above functions by submission of a capability
statement: i.e., past performance (3-5 years, client, point of contact,
estimated contract value). Respondents must identify their business
status, i.e., women-owned, Native American (tribal-owned or Alaskan
Native), or small business. Firms should identify whether they have a
current security/facility clearance and the level of clearance. The
contract will provide for a 14-day phase-in. Submit original proposal

2:00 P.M. (local time) 05 Apr 1999. The solicitation and

The terms of the solicitation and specifications remain unchanged
unless the solicitation is amended in writing. If the solicitation is
amended, changes will be posted to the aforementioned EPS home page.
