During the calendar quarter which ended 30 September 1998, the Defense
Information Technology Contracting Office (DITCO) contracted with
suppliers of communications services (generally common commercial
carriers) on behalf of Departments and Agencies within the Department
of Defense, the Federal Aviation Administration and various other
Government agencies for lease of telecommunications services and
incidental equipment at locations within the 48 Contiguous United
States (CONUS) and international locations. The service requirements
include a wide spectrum of communications, ranging from local access
services, and encompassing narrow band (voice grade) to wideband (56
KBPS and greater) voice and data, switched and dedicated services.
Future bandwidth requirements may include fiberoptic transmission rates
from 51.84 MBPS to 2.5 GBPS. To the maximum extent possible, DITCO
leases all components of each individual telecommunications service
requirement (including transmission facilitiesand customer premise
equipment) from a single source. During the referenced quarter
approximately 130 CONUS services were awarded. The average monthly
recurring charge per award was $2,297. Based on an average service life
of 60 months, the average life cycle cost of each CONUS award was
$137,829. During the referenced calendar quarter approximately nine
international services were awarded. The average monthly recurring
charge per award was $7,522. Based on an average service life of 60
months, the average life cycle cost of each international award was
$451,326. During the next calendar quarter a similar level of
contracting activity is expected. DITCO desires to expand its current
list of available sources having the experience and resources necessary
to successfully compete for and perform under new contracts for
delivery of these types of services. If your company is interested in
providing the types of services DITCO acquires, you are encouraged to
access the DISA Acquisition Bulletin Board System (DABBS) to view the
opportunities currently available. The DABBS telephone number is
618-229-9200. For successful connection to the bulletin board system,
the required communications parameters are 8 data bits, 1 stop bit, no
parity, and modem speed 300-14,400 BPS. The vendor and DITCO will
correspond via electronic mail for transmittal of inquiries, quotes and
notices of award. Vendors may view the requirements and documents in
the general areas of the DABBS. General viewing areas of the board are
used for solicitations and general notices. Individual electronic mail
boxes are password protected and are confidential for transfer of
direct correspondence. Any file may be downloaded into the vendors'
hardware. The Bulletin Board System Operator may be reached at
618-229-9333. For more information about DITCO, see DITCO's home page,
