United States Air Force is requesting proposals for the repair of the
base substation at Hanscom AFB, MA. The scope of this project includes
rebuilding 5kV circuit breakers and replacing relays. This project has
a separate Bid Option for removing an existing 3750 kVA 14,400/4160 V
transformer and reconfiguring the station transformer systems. The work
will include removal of asbestos-containing materials. The project
involves all labor, material, equipment, tools, transportation, and
performance of all operations required for completion of the work in
accordance with the drawings and specifications. The principal items of
work include, but are not limited to: Asbestos removal; reconstruction
of existing 5 kV air-magnetic circuit breakers to utilize new vacuum
interrupter elements; replacement of existing protective relays and
removal of existing asbestos-containing materials from switchgear and
replacement with non-asbestos containing materials; replacement of
existing concrete in substation yard; reconnection of existing
switchgear battery system serving 5 kV switchgear to serve also 5 kV
switchgear and removal of battery systems; reconnection of existing 15
kV circuits to other circuits and off-site legal disposal of all
surplus materials, waste, and debris resulting from the work. This
procurement will result in a firm fixed price contract. There will be
a basic bid and two asbestos sub-Contract Line Items (CLINS) and one
optional bid item, reconfiguring switchgear/removing transformer at the
base substation. The magnitude of construction for this project is
between $250,000 and $500,000. The period of performance for the
project will be 120 calendar days. The option' s period of performance
is 60 days. Proposals received from this solicitation will be
evaluated in accordance with the following criteria, listed relative
order of importance: 1A. Technical Proposal and 1B. Past Performance,
2. Cost. The solicitation and specifications for this project will be
available ONLY at the Internet address:
http://www.herbb.hanscom.af.mil. These items will not be mailed, and
telephone requests will not be honored. All interested parties MUST be
registered in the Central Contractor Registration (CCR) Database in
order to receive a solicitation or award. Applications for CCR
registration may be obtained or completed at the Internet address:
http://www.acq.osd.mil/ec. Tentatively, the Request for Proposal (RFP)
will be released on or about 01 APR 99. Proposals will be due thirty
(30) calendar days after RFP release. A site visit is tentatively
scheduled for 10 APR 99. Proposals can be mailed to ESC/PKOC,
