Wales (202) 205-7080 The Small Business Administration (SBA) plans to
issue program announcement for applications from 'eligible states' to
provide outreach to small high technology businesses to encourage
broader participation in Small Business Innovation Research (SBIR) and
Small business Technology Transfer (STTR) programs. 'Eligible state'
means a state, territory, commonwealth or the District of Columbia:
(a)for which the total value of contracts awarded to the state during
fiscal year 1995 under SBIR and STTR programs was less than $5,000,000;
and (b) that certifies that it will provide matching funds from
non-Federal sources in an amount that is not less than 50 percent of
the amount of Federal funding provided under the subject program
announcement. States for which total value of contracts awarded during
fiscal year 1995 under SBIR and STTR Programs was less than $5,000,000
are: (1) Alaska, (2) Arkansas, (3) Delaware, (4) District of Columbia,
(5) Hawaii, (6) Idaho, (7) Indiana, (8) Iowa, (9) Kentucky, (10)
Louisiana, (11) Maine, (12) Mississippi, (13) Missouri, (14) Montana,
(15) Nebraska, (16) Nevada, (17) North Dakota (18) Oklahoma, (19)
Puerto Rico, (20) Rhode Island, (21) South Dakota, (23) Vermont, (24)
West Virginia, and (25) Wyoming. Only 'eligible states' may submit
proposals. Not more than one proposal may be submitted for any state.
Each proposal must provide for statewide assistance to small
high-technology businesses. Eligible states to which cooperative
agreements are awarded under this program announcement may sub-grant or
sub-contract performance to other entities. SBA will make awards
competitively. For each $1 of non-Federal matching funds applicants
provide, they may receive $2 of Federal funds, to a maximum of $100,000
Federal funding, annually. The authorizing legislation for this program
announcement is the Small Business Act, Section 9(s)(2), 15 U.S.C.
Section 638(s)(2). The program announcement will be available for
mailing in mid March 1999 with an estimated closing date A/O April
