TRADOC Contracting Activity(TCA) will be issuing a DRAFT solicitation 08 MAR 99 for an A-76 Commercial Activity Study for Public Works and Logistics functions at Ft. Leavenworth, KS. This office welcomes industry comments/questions pertaining to any portion of the solicitation; with particular emphasis on Sections L & M and the Performance Work Statement. Please respond by 08 Apr 99. Pertinent responses to this draft solicitation will be used to IMPROVE similar TRADOC A-76 DOL/DPW projects. A final solicitation will be issued in approximately 60 days. The Ft. Leavenworth requirement's solicit the contractor to perform services relating to the maintenance of Buildings and Structures, Family Housing, Utility Systems, HVAC Systems as well as providing for Pest Control, Installation Transportation Services, Base Supply, Snow Removal, and Materiel Maintenance. The Performance Period is for one year with 4 one-year options. The applicable SIC Code is 8744 with a Size Standard of $20M. This procurement will be solicited unrestricted under a cost-plus-award-fee arrangement. A formal source selection procedure will be used during the evaluation process, utilizing a 2-phase (down-select) procedure. Oral presentations will be part of the second phase.
