(OJP), Office of State and Local Domestic Preparedness has identified
a requirement for contractor support services to support establishment
of a Base Operating Support Services contract (BOSS) at Ft. McClellan
Army Base in Anniston, Alabama. The following services will be
provided under this contract, Janitorial Services (including
Housekeeping and Custodial Services), Lodging Management, Food Service,
Security Services, Facilities Maintenance and Repair, HVAC System
Maintenance and Repair, Elevator Maintenance, Electrical Work, Grounds
Maintenance, Operation of Convenience Store, Mail Service, Utility
Services and Transportation Services. The contract is expected to
consist of a base year, with four one year options. The contract will
be performance based contract. The award will be based on best value.
The RFP will be posted on the INTERNET on or before 4/7/99 at
http://www.ojp.usdoj.gov or http://www.ojp.usdoj.gov/oa. Offerors are
advised to check both sites. The anticipated SIC code is 8744 with a
small business size standard of $20 million. A draft statement of work
will be available on or about 3/11/99 to interested firms by
contacting Mr. Terence Haynes at Haynest@ojp.usdoj.gov or (202)
305-9845 and requesting a copy. The request must include the firm's
name, street address, point of contact and his/her phone and fax
number, and the e-mail address or mailing address to which the
statement of work should be sent. The statement of work will be
available in WordPerfect 6.1 for Windows. Please review that statement
of work and refer any comments or questions to Mr. Haynes via email.
If a firm is still interested after reviewing the statement of work,
then it must submit a qualification statement that is no more than
three pages in length. Firms responding must identify whether they are
a large business, small business, small disadvantage business,
educational institution or other nonprofit organization, or
foreign-owned; also indicate whether the firm is 8(a) certified,
woman-owned, or both. The qualification statement must contain
information that indicates the firm's capability and experience to
perform the tasks described in the statement of work. Information
submitted should be pertinent and specific in the technical area under
consideration on each of the following qualifications: (1) Experience:
An outline of previous projects, specific work previously performed or
being performed and any in-house research and development
effort;(2)Personnel: Name, professional qualifications and specific
experience of personnel who may be assigned as a project director
and/or project manager; Also specify labor categories, such as which
represent the labor mix of support personnel. A statement regarding
industry security clearance. Any other specific and relevant
information as it pertains to this particular area of procurement that
would enhance our consideration and evaluation of the information
submitted. All qualification statements and comments to the draft
statement of work must be received at the contracting office address
