International Development (USAID) intends to solicit a proposal for a
five-year follow-on Cooperative Agreement for the Population Fellows
Program (PFP) from the University of Michigan. The period of
performance will be from October 30, 1999 to September 30, 2003. This
is a sources sought notice to determine whether there are other
organizations capable of providing the required services. PFP
activities have contributed significantly to strengthening USAID's
leadership role in the field of population, reproductive health, and
the population-environment nexus by cultivating and supporting a
network of skilled Population, Health and Nutrition (PHN) leaders
worldwide and by supporting a policy project. The successful recipient
will be required to place and provide support for 40 junior to
mid-level Fellows worldwide per year; provide educational and training
opportunities to students of Historically Black Colleges and
Universities (HBCUs) and Hispanic-Serving Institutions (HSIs); and
establish a series of discussion meetings focused on the
population-environment-security nexus. The fellow will support on-going
programs and should have technical and country experience in famiily
planning service delivery; operations research; anthropology;
communications; contraceptive logistics; demography; gender issues;
refugee reproductive health; HIV/AIDS; public policy; and environmental
issues such as: buffer zone management; forestry; water management; and
other conservation issues. Fellows may be located in at least 20
different developing countries as well as centrally funded activities
in the Unites States. The internationally placed fellows may not
necessarily be placed in missions. Fellows will be required to submit
letters of recommendations and transcripts and will be required to meet
language requirements. The fellows will be evaluated by an academic
board. The successful offeror shall have previous experience in
administering a fellows program of this magnitude and be affiliated
with an American University. Interested parties should contact the
