The contractor must provide a facility and services to provide shelter and food to family units (mother and accompanying youths less than 18 years old) in accordance with applicable Federal, state and local laws, standards, policies and procedures or court orders, and Flores v. Reno. Services are to be shelter care for persons with no criminal backgrounds, consistent with the types and levels of services routinely afforded the facility's own population.
