Hill AFB is seeking potential offerors for the privatization of the
industrial wastewater treatment plant (IWTP) and collection system
(IWCS) at Hill AFB, Utah. This notice is being issued to determine the
interest and feasibility of proceeding with a formal request for
proposals. The objective of this program is to transfer ownership,
operation, and maintenance of the Hill AFB IWTP and IWCS and contract
with the new owner for an indefinite term to collect, treat, and
dispose of industrial wastewater within the service area. All
responsibility for maintaining continuous and reliable utility service,
including such items as environmental compliance, maintenance costs,
major system renovations, construction, equipment, manpower and
overhead costs will become the new owner's responsibility. It is
intended that the privatization will ultimately reduce the Air Force's
life-cycle costs for operating and maintaining this utility system and
service. The IWTP and IWCS consists of a 0.576 MGD (average)
treatmentplant, eight lift stations, approximately eight miles of
collection pipeline, and all associated equipment, structures, and
facilities. Unit operations include but are not limited to batch
cyanide destruction, continuous solids separation, batch and continuous
metals precipitation and separation, continuous air stripping, and
continuous semi-volatile organic absorption. Sources of industrial
wastewater include but are not limited to plating operations, aircraft
depainting and painting, aircraft conversion coating, aircraft
defueling and fueling, aircraft washing, and vehicle maintenance. A

8 Mar 99 for industry review and comment. Additionally, a Bidders
Library will be available for interested parties to gain additional
information on the system by 11 Mar 99. An inventory of what will be
available in the library will be posted at the aforementioned internet
address. The bidders library will be located in Building 575 (the
IWTP) and will be open from 0730-1600, Monday-Thursday. Interested
parties wishing to gain access to the library or requesting a tour of
the IWTP must make an appointment with the Plant Manager, Jon Owens at
(801) 777-3189. Interested parties must provide a statement of
interest which includes as a minimum the following: (1) overview about
your company, (2) capability and experience in ownership, operation
and maintenance of similar systems; (3) statement detailing the
understanding of federal, state, and local environmental laws and
regulations and familiarity and experience with environmental
compliance procedures and regulations for the Utah Department of
Environmental Quality and the U. S. Environmental Protection Agency;
(4) business size (large, small, or 8(a) using SIC code 4953/$6M), and
(5) any comments or questions on the draft SOW. Elaborate proposals is
neither required nor desired. Any innovative and new conceptual ideas
to achieve the stated objective are encouraged. Submit written
