multiple Small Business set-aside indefinite-quantity contracts for
each of our six activities will be awarded for the purpose of
accomplishing various construction projects, including design/build,
mostly in the Washington, DC, Virginia and Maryland areas for customers
of the Naval Facilities Engineering Command, Engineering Field Activity
Chesapeake. The basic contract period shall be twelve months at a not
to exceed amount of $45 million. The contracts will contain two options
for a total not to exceed 36 months and $135 million. Individual orders
may be placed between $25,000 and $2 million. Selection will be based
on best value to the Government acquired through the use of competitive
negotiations. Awards will be made considering the evaluation criteria
of past performance, cost/price and a technical/management proposal
addressing relevant experience, financial capability, management plan
and subcontracting. The solicitation will be available around mid March
1999. Proposalswill be due approximately 22 April 1999. A pre-proposal
conference will be held with date and location identified in the
solicitation package. The solicitation will be mailed from or may be
picked up at the Defense Printing Service, Building 21, Washington Navy
Yard, Washington, DC. Requests should be submitted to the facsimile
