Townsend (562) 494-5815 Provide all labor, materials, supervision,
equipment, tools, etc. necessary to perform and complete Mechanical
Construction Services for repair and alterations to buildings and real
property owned or leased by Department of Veterans Affairs, VISN 22,
within the California counties of Los Angeles, Riverside, Orange and
San Diego, and Clark County, Nevada. This solicitation will result in
a Multiple Awards of a Firm Fixed Price, Open End Mechanical
Construction contract. This procurement is open to both small and large
businesses. The Standard Industrial Classification (SIC) Code is 1711.
Potential offerors shall be physically located within a radius of 120
miles of the VISN 22 Network Business Center, Long Beach, CA., and
possess the ability to perform construction services in all counties
listed above. The Government intends multiple awards (2 or more)
resulting from this solicitation. Offerors will be required to submit
a Technical Proposal, and a separable Cost/Price Proposal, as indicated
in the solicitation. Proposals will be evaluated per source selection
procedures within FAR Part 15.3 using the evaluation criteria outlined
in the solicitation. Individual Task Orders will be issued under the
awarded contracts either by Sole Source RFP or Competitive RFP,
following individual CO determinations of the method deemed to be in
the best interest of the Government. The offeror shall have the ability
to perform mechanical construction services for construction projects
ranging in dollar value from $25,000 to $4,000,000. The Base contract
period for all contract awards will be one (1) year, with four (4)
1-year Option periods, for a maximum duration of five (5) years or
until maximum accumulated task order value of $20,000,000 is expended,
whichever occurs first. The scope of work includes mechanical
construction (new construction, renovation, alteration, improvement,
repairs, and minor construction) related to healthcare facilities.
Mechanical construction as it relates to this RFP includes work related
primarily to Heating, Ventilation, and Air Conditioning (HVAC) systems,
steam and condensate piping systems, chilled water piping systems, and
engineered control systems. Construction shall be coordinated with all
other trades involving Architectural, Structural, Electrical, Plumbing,
and Site Planning work. Evaluation for award will be based on the
following evaluation factors, listed in descending order of importance:
Factor 1: Past Performance, Subfactor 1.1: Contractor Past Performance;
Factor 2: Project Management, Subfactor 2.1: Project Experience, 2.1.1:
Experience with multiple projects, 2.1.2: Technical Healthcare
Experience, Subfactor 2.2: Capacity to Accomplish the Work, 2.2.1:
Bonding Capacity, 2.2.2: Organizational Capacity, 2.2.3: Quality
Control Capacity; Factor 3: Technical Approach, Subfactor 3.1:
Mechanical Construction Project Work Plan/Schedule; Factor 4: Price.
Technical evaluation criteria will rate higher than price factors for
purposes of award. The tentative issue date of this solicitation is on
or about March 19, 1999. A Pre-proposal Conference will be held (date
and time to be set forth within the solicitation). The tentative date
for receipt of proposals is April 19, 1999. All requests for the
