DESCRIPTION: 1.0 The Marine Corps Systems Command (MARCORSYSCOM), Chemical Biological Incident Response Force (CBIRF) has a requirement for a Flyaway Communication Suite (Flyaway), which includes four individual, self-contained, communications modules housed in field rugged cases and two support modules, that will be used to support the three-phase deployment of CBIRF by providing each phase with organic, robust communications capabilities. The three phases of deployment consist of the Advanced Party, the Initial Response Force (IRF) and the Follow on Force (FOF). 2.0 REQUIREMENTS 2.1 General. The Flyaway shall support each phase of deployment by sustaining constant communications with CBIRF's Command Consequence Management Center (CCMC) via satellite, providing both secure and nonsecure voice and data communications. The Flyaway shall also support communications with external military agencies. 2.2 Operational characteristics. The Flyaway Communication Suite operational characteristics for each phase are as follows: 1) Provide voice, fax, STU-III (Advance Party and IRF phases only); 2) Provide 64 kilobits per second (kbps) data rates via Inmarsat B (All phases); 3) Provide Inmarsat M services (Advance Party and IRF only); 4) Provide secure voice and data communications via the military Tactical Satellite (TacSat) network (Advance Party and IRF only); 5) Contain integrated universal power supplies for 50-60 Hertz (Hz), 110-240 Volts Alternating Current power sources and for 10-30 Volts Direct Current power sources (All phases); 6) Provide 12 hours of continuous battery power based on 1/9 transmission to receive ratio (All phases); 7) Be configured in rugged, man-portable Pelican 1650 cases that will facilitate transportation through civilian airports or on military pallets (All phases); and 8) Provide deployed network capability to include a router and server for access to existing infrastructure near the incident site (FOF phase only). 2.3 Design 2.3.1 Interoperability. The Flyaway shall include Information Technology (IT), both hardware and software, that is compatible with the Defense Information Infrastructure Common Operating Environment (DII COE) and Joint Technical Architecture (JTA) requirements. In order to meet this requirement, all IT equipment shall be purchased in accordance with the Marine Corps Common Hardware Suite (MCHS) and Marine Corps Standard Software. 2.3.2 Network Capability. The Flyaway IT components shall be able to operate independently or networked together in a Local Area Network (LAN) configuration via the most compatible network interface. The LAN shall support 75 to 100 simultaneous users and must also be capable of communicating with other JTA and DII COE type networks. 2.3.3 Year 2000 Compliant. All Flyaway IT equipment (both hardware and software) shall be certified in writing as Year 2000 compliant. 2.4 Environmental Conditions 2.4.1 Altitude Rating. The Flyaway shall operate at altitudes as great as 6,000 feet above sea level. The battery backup power shall be sufficient to provide 12 hours of battery power based on 1/9 transmission to receive ratio at this altitude. 2.4.2 Salt Spray/Fog. Each module of the Flyaway shall be housed in exterior rugged cases which, while properly sealed, shall withstand corrosion in an environment characterized by the presence of salt spray and fog such as found along sea coastal regions and aboard ocean-going ships. These cases, while properly sealed, shall also protect the internal equipment from the same environment. 2.4.3 Vibration Dampening. Interior components of each module shall be mounted and insulated in such a way as to isolate and minimize vibration or shock during operation and transit. 2.5 Performance Characteristics. The performance characteristics of each of the four communication and two support modules of the Flyaway Communications Suite are as follows: 2.5.1 Advance/IRF Terminal. The Advance/IRF Terminal will be used by the Advance Team and the IRF as the primary communication method with the CCMC and external agencies. This unit shall consist of a interior Input/Output (I/O) panel, housed in a rugged case, which integrates an Inmarsat Mini-M Satellite Terminal, cellular telephone transceiver, laptop computer, printer/scanner, secure fax card, associated power, and the appropriate phone/power jack and data cable for a Government furnished STU-III telephone. The Inmarsat Mini-M terminal shall contain a Secure Inmarsat Interface Unit which allows connection and operation of the STU-III. The laptop computer shall include the software necessary to operate and control other components through the I/O panel. The laptop computer must be selected from the MCHS Multimedia Laptops section and shall have as a minimum, the following characteristics: 1) Pentium II 300 MHz Processor; 2) 128 MB Random Access Memory (RAM); 3) 8.0 GB Hard drive; 4) 24X CDROM; 5) Active Matrix Display; 6) 56 kbps Modem; 7) 2 Type I/II or 1 Type III CardBus (PCMCIA Slots); 8) PCMCIA Card that provides SCSI interface and cable; 9) PCMCIA Network Interface Card designed to meet requirements identified in paragraph 2.3.2, preceding; and 10) Microsoft Windows NT 4.0 Workstation Software. 2.5.2. Inmarsat B Integrated Terminal. The Inmarsat B Integrated Terminal will be used by all three deployment phases as the primary high speed data connection with the CCMC. The Inmarsat B Integrated Terminal shall consist of an interior I/O panel, housed in a rugged case, which integrates a high speed data (64kps) Inmarsat B satellite terminal, a laptop computer, associated power, and the appropriate power and data connections for a Government furnished KIV-7 radio. The laptop computer shall include the software necessary to operate and control other components through the I/O panel. The laptop computer will be the same laptop listed above in paragraph 2.5.1. 2.5.3 TACSAT Radio Box. The Tactical Satellite (TACSAT) Radio Box will provide the Advance Team and the IRF with voice and data communications with external military agencies. The TACSAT Radio Box shall consist of an interior I/O panel, housed in a rugged case, which integrates a laptop computer, digital controller, associated power, and the appropriate power/audio/data connections for a Government furnished AN/PRC-117F TACSAT Radio. The laptop computer shall include the software necessary to operate and control other components through the I/O panel. The laptop computer will be the same laptop listed above in paragraph 2.5.1. 2.5.4 Server/Client Flyaway Box. The Server/Client Flyaway Box will provide the Follow-On-Force (FOF) with the capability of quickly installing and operating a Local Area Network (LAN) with Wide Area Network (WAN) connectivity. The Server/Client Flyaway Box shall consist of an exterior rugged case, which houses the following interior components: server, router, printer/scanner, associated uninterruptible power protection, five LAN hubs, a print server, and the appropriate phone/power jack and data cable for a Government furnished STU-III telephone. The router shall be capable of providing four Ethernet and four serial port connections. Each LAN hub shall be capable of dual speed, both 10 Mbps and 100 Mbps, and shall have 10 Ethernet ports consistent with the network requirements identified in paragraph 2.3.2. The LAN hub shall also have one Attachment User Interface (AUI) port. The server will be selected from the MCHS Enterprise Server section and shall have, as a minimum, the following characteristics: 1) Dual Pentium II 450 MHz Processors; 2) 512K Cache; 3) 512 MB RAM; 4) Dual Ethernet PCI Network Interface Cards designed to meet requirements identified in paragraph 2.3.2; 5) Integrated Dual Channel PCI SCSI Controller Card; 6) 24X IDE CDROM; 7) 2 Serial Ports and 1 Parallel Port; 8) 2 Type I/II or 1 Type III CardBus (PCMCIA Slots); 9) 512K Dual Processor Upgrade Kit; 10) 4 -- 8 GB SCSI Removable Hard drives; 11) 1 -- 4/8 DAT Drive; 12) Keyboard; 13) Mouse; and 14) 1 -- 15" Flat Panel Monitor. 2.5.5 Portable Power Unit. The Portable Power Unit will be used to provide power and un-interrupible power supply (UPS) power protection to each of the first three Flyaway Suite modules listed above in paragraphs 2.5.1 through 2.5.3. The Portable Power Unit shall consist of a rugged case housing with an interior UPS capable of providing 12 hours of battery power, based on 1/9 transmission to receive ratio. 2.5.6 Pelican 1650 Cases. These rugged cases will be used for storage and transportation only and shall be capable of carrying ancillary communication equipment without damage and meet the environmental requirements listed above in paragraph 2.4. 2.6 Government Furnished Equipment. Items identified above in paragraph 2.5 as "Government Furnished" will not be provided to the manufacturer, but will be available upon initial delivery and inspection/acceptance. The vendor will ensure that each rugged case is form fitted to allow all required internal components of each module to be stored and operated within. Each case shall contain all cables, both power and interface, necessary to completely operate each GFE component within the case. The vendor shall notify the Government 15 days before anticipated delivery. 2.7 Training. The Government requires on-site training by the vendor for twenty end-users at Camp Lejeune, NC on all equipment delivered under this resulting contract. Training shall be conducted after final delivery and acceptance of all deliverables under the contract. If possible, training should be conducted no later than fifteen (15) days after final delivery. 2.8 Technical Support. The Government requires one year of technical support for all deliverables in the form of a "trouble call" help line. This assistance should be accessible by phone, during regular business hours. 2.9 Technical Manuals. The vendor shall provide four (4) additional copies of the technical user manuals for each deliverable under the contract. These manuals will be in addition to those included in the purchase price of the items. 2.10 Copyright Release Memo. The vendor shall provide a copyright release memo for all technical manuals provided under the contract which will allow MARCORSYSCOM to reproduce those publications for Government use only in the event of deployment or the loss or destruction of the original manuals. DELIVERY: CLINs 0001 through 0007 shall be delivered FOB Destination to: COMMANDER (Attn: S-4), Chemical Biological Incident Response Force, Bldg. 1747, Lewis Street, Camp Lejeune, NC 28542. CLINs 0008 and 0009 shall be delivered FOB Destination to: COMMANDER (Attn: APM CSLENBC), Marine Corps Systems Command, 2033 Barnett Avenue, Suite 315, Quantico, VA 22134-5010. Delivery is required as soon as possible. Upon award, the date of delivery will be inserted based upon the Offeror's proposed delivery schedule. SOLICITATION PROVISIONS: The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items. The following factors listed in descending order of importance shall be used to evaluate offers: (1) TIMELINESS OF DELIVERY, (2) TECHNICAL CAPABILITY of items offered to meet the Government requirements, (3) PRICE, and (4) PAST PERFORMANCE. Timeliness of delivery, technical capability and past performance, when combined, are significantly more important than price. Offerors shall submit a written cost and technical proposal which clearly proves that its product and provides sufficient technical literature to illustrate that all the technical requirements shall be met. Cost proposal shall state the cost per unit, inclusive of shipping to the destinations above. The Offeror should include past performance references on contracts of similar nature. The Government intends to evaluate proposals and make award without discussions; however, the Government reserves the right to hold discussions if necessary.
