National Institute of Standards and Technology (NIST) has a requirement
for an optical spectrum analyzer (OSA) for development of optical
intensity noise measurement systems and associated transfer standards
that will take the form of laser and optical amplifiers. It must be a
diffraction-grating based instrument with GPIB interface and possess
the following properties. It must have a wavelength resolution that
goes down to 0.015 nanometers or lower. It must have the following
display capability: curve-fit display, power density display, and
frequency display of horizontal axis scale. Accuracy level must be at
least +/-0.3 dB. The operating wavelength range must include the band
from 600-1700 nanometers or wider. It must have built-in automatic
algorithms for determining Amplified Spontaneous Emission, Gain, and
Noise Figure of Fiber Amplifiers as well as an optical fiber input
port. It must have a built-in wavelength standard for calibrating
instrument wavelength accuracy and a high dynamic range of a least
60-70 dB. It must also have a built-in 3.5 inch floppy drive for
downloading data, and a built-in high-speed printer. Interested sources
proposing to supply the system specified must submit a written
qualification statement clearly establishing capability to meet the
above requirements within 15 days from the date of this synopsis. The
qualification statements will be used to determine the need for
competitive bids. In the absence of other qualified sources, it is the
intent of the Government to negotiate a sole source contract under the
authority of 41 U.S.C. 253(c)(1) with Ando Corporation, 7617 Standish
Place, Rockville, MD 20855 as this source is considered to be the only
responsible source and no other items will satisfy agency
requirements. Responses must be received on or before March 26, 1999.
