Administration intends to award a Purchase Order on a sole source basis
to Alpha MOS America, 19 Railsedge Road, Belle Mead, NJ 08502. Alpha
MOS American will provide the following equipment: PRO-10099/Alpha
Prometheus System (APS) including SWPRO-1A99/Acquisition Software for
Alpha Prometheus, HS100/Alpha Prometheus Sampling- OdorScanner,
Headspace Autosampler, 9320-HX50/Dual Injection Port and Software for
Odorscanner, ACU-500/Air Conditioning Unit 500, CPT-5100/Statistical
Data Station and Print Module, and SVR-002/System Start-Up Package. The
APS system will be used to integrate arrays of hybrid inorganic sensors
that have been developed to detect specific groups of organic molecules
in the gas phase. Samples introduction through the detectors to data
reduction, has been designed to provide highly reproducible conditions
so that results between samples and within different laboratories may
be compared. The software collects the data from the mass and sensor
arrays for evaluation by several statistical software packages and
expressed as fingerprints, unique to the odor under evaluation. Because
of the integration of the modules and the environmental controls, the
instrument has the capability to differentiate between acceptable and
failed/decomposed samples of many seafood of significance to the
regulatory program of the agency. The instrument offers an opportunity
to replicate decisions of the agency's national sensory experts and
transfer the information to laboratories without an expert on staff.
The ASP can provide research data on scombrotoxic seafood products and
a new approach for the detection and elimination of unsafe seafood
offered for import. The APS systems is considered unique in that can
supply the odor sensing instrument that combines an integrated system
of exchangeable sensor array detectors with mass detectors, automated
sampling and controls. Including tested software that collects and
analyzes the data under highly reproducible conditions so that results
between samples and within different laboratories may be compared. The
APS has a one -year warranty on parts and labor. APS shall deliver and
install equipment within eight (8) weeks after award. A minimum of
three days on-site training will be provided. APS shall warrant normal
operation of equipment and provide any needed maintenance for a period
of one year following installation. An award will be made fifteen (15)
days from date of this notice. This is not a request for quotes,
however, sources may submit descriptive literature which fully
demonstrate their product meets the brand name specification which
shall be considered by the agency. This sole source procurement is
being awarded as a simplified acquisition in accordance with FAR
