COMMERCE BUSINESS DAILY ISSUE OF MARCH 10,1999 PSA#2299National Cancer Institute, Research Contracts Branch, PSAS, 6120
Executive Blvd, EPS/Room 638, Bethesda, MD 20892-7227 66 -- SIS PACKAGE SOL RFQ90054 DUE 032599 POC Patricia Haun,
Purchasing Agent, 301-402-4509 The National Cancer Institute (NCI), on
behalf of the National Institute of Neurological Disorder and Stroke
(NINDS), Laboratory of Neurobiology (LN), plans to procure image
acquisition and analysis software, as well as related hardware, cables
and interfaces, that will interface to its slow-scan charge coupled
device (CCD) camera from Leo Electron Microscopy, Inc., One Zeiss
Drive, Thornwood, NY 10594. The LN's current instrument for fundamental
cell biology research is a LEO 912 Omega energy-filtering electron
microscope, whose capabilities for low-dose, quantitative imaging,
energy filtering, and cryoelectron microscopy would be greatly expanded
by a suitable software capable of taking advantage of this microscope
and its associated high-sensitivity CCD camera system. The software, as
well as related essential hardware, cables and interfaces are to be
installed on and interfaced to the existing Proscan Vario-Speed 2MHz
slow-scan CCD camera system. The combination of these instruments will
expand the capability and improve the convenience of recording data
from rapidly frozen neuronal specimens, leading to an increase in
research productivity. The software package that is required, in
addition to being compatible with, installed on, and interfaced to the
existing Proscan Vario-Speed 2MHz slow-scan CCD camera system, shall
include the following: 1) an ESIVISION software package (SIS GmbH)
consisting of driver Pro, FFT, Spectrum analysis tools; 2) EFTEM
acquisition and analysis (including standard EELS, parallel EELS, image
EELS, and ESI elemental mapping); 3) SIS software shall be version 3.0
or higher and fully 32-bit, Windows 95/98/NT compliant, and Y2K
compliant; 4) SIS Pentium II/MMX PC (minimum configuration 128MB RAM,
10GB hard disk); 5) Grabbit PCI framegrabber card; 6) two
high-resolution 17" monitors with interfaces; 7) TTL and RS232
interfaces and the TEM remote software library for microscope
communication; 8) on-site installation and set up to meet the required
performance. In addition, the SIS ESIVISION software package shall
provide optimized and direct control of the microscope operating
parameters, a suite of software tools for acquisition and processing of
energy-filtered EM images, and Windows/PC-based custom software
routines for microscope control. The SIS ESIVISION software is the only
software system that is compatible with the hardware and firmware
environment of our existing Proscan Variospeed 2MHz slow scan CCD
camera. Only this software is known to yield a typical noise level
(under low illumination conditions) of only one electron per readout,
thereby delivering the required level of performance with the complete
system. Likewise, the SIS ESIVISION software package provides other
unique features, including optimized direct control of operating
parameters, tools for acquisition and processing of energy-filtered EM
images, as well as control and processing software routines. Leo
Electron Microscopy, Inc., is the only source known to NINDS that can
meet the above requirements and provide an image acquisition and
analysis software that is fully compatible with the mechanical,
hardware, and software environment of the existing CCD camera system
and LEO 912 microscope. However, if any interested party believes it
can meet the above specifications, it may submit a statement of
capabilities. The statement of capabilities and any other information
furnished must be in writing and must contain material in sufficient
detail to allow NCI/NINDS to determine if the party can perform the
requirement. Capability statements must be received in the contracting
office by 1:00 p.m. EST, on March 25, 1999. If you have any questions,
please contact Patricia Haun on (301) 402-4509. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of
determining whether to conduct a competitive procurement. Posted
