NSN=6630, Portable Emissometer; Total hemispheric reflectance measurements from less than 3 to greater than 35 micrometers, measurement accuracy +/-1% of full scale for gray samples, reproducibility of +/-1% or better of full scale, sample size to be 1 cm diameter of larger, sample temperature to be up to 150 degrees F, readout to be selectable for IR emittance or reflectance, portable for measuring engineering surfaces in the field, calibration or reference standards to be included, two {2} sets of operating instructions, AZ Technology model number temp 2000, Quantity 1, SIC: 3826. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from AZ Technology, 4901 Corporate Drive, Huntsville, AL. This recommendation is made pursuant to FAR 13.106-2(5). The Government intends to acquire a commercial item using FAR Part 12. Interested firms have until March22, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after March 22, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
