99 -- MAMMOGRAPHY AND INFLUENZA AWARENESS CAMPAIGN POC Lucille Fussell-Lee, Contract Specialist, (410) 786-5447 The Health Care Financing Administration (HCFA) intends to procure, under Simplified Acquisition Procedures the following services: A contractor who will place 48 -- 200 thirty-second commercial spots in Atlanta, Georgia; Los Angeles, California; San Antonio, Texas; and Cleveland, Ohio television markets on the Mammography Awareness Campaign and 68 -- 204 thirty-second commercial spots in Dallas, Texas; Baltimore, Maryland; and Memphis, Tennessee television markets on the Influenza Awareness Campaign. The Beta Master Tape of two 30-second spots will be provided by HCFA. The criteria for each individual city is as follows: (1) Atlanta, Georgia -- 48 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-American women over 65; (2) Los Angeles, California -- 124 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-American and Hispanic-American women over 65; (3) San Antonio, Texas -- 136 thirty-second commercial spots -- programs should be selected based on favorable ratings for Hispanic-American women over 65; (4) Cleveland, Ohio -- 200 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-American women over 65; (5) Dallas, Texas -- 68 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-Americans over 65; (6) Baltimore, Maryland -- 150 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-Americans over 65; and (7) Memphis, Tennessee -- 204 thirty-second commercial spots -- programs should be selected based on favorable ratings for African-Americans over 65. All spots for Los Angeles, San Antonio and Cleveland should be placed during non-preemtable daytime and early evening programming during 5/1/99 -- 5/31/99 and 10/1/99 -- 10/31/99. Atlanta spots will be placed during 5/1/99 -- 5/31/99. Spots for Dallas, Baltimore and Memphis will be placed during 9/23/99 -- 11/15/99. In the event that multiple vendors respond, HCFA will select a vendor based on the (1) lowest cost per impression and (2) largest number of impressions in the target audience during 7am to 7pm. HCFA will also give consideration to reaching the target audience by running the spots as Public Service Announcements (PSAs), running local news stories, or other enhancements such as identifying local corporate sponsors and/or running intros or "billboards" as they are known, around the spots. The vendor must coordinate with "designated HCFA contractor" in developing graphic and audio presentations of local contact information to be added to the spots provided by HCFA. Spots will be provided by HCFA as Beta Masters. Contractor must provide demographic analysis of actual impressions or has the option of sigma-coding approved ads.
