Astrophysical Observatory (SAO) is issuing a Request for Proposal
#RFP554-3-99 for the purchase of two (2) sets of Antenna Elevation
Counterweight Assemblies, each set consisting of one (1) left hand and
one (1) right hand counterweight; with the option of purchasing an
additional two (2) sets through 31 December 2000. Each Antenna
Counterweight Assembly consists of two (2) 6,090 Kg (13,400 lbs.)
counterweight assemblies each consisting of two (2) mirrored pieces.
Each piece consists of a complex steel weldment approximately 1.5
meters long and 1.4 meters wide with one end filled with approximately
5,000 Kg (11,000 lbs.) of lead. The steel weldment will require
extensive drilling and cutting to meet precise assembly tolerances. The
Contractor shall have the ability to fill/pour the cavity with lead, as
shown on the drawing, while meeting all Federal, State and local laws
concerning the use of lead. The Contractor shall certify to and have
the capability of manufacturing the entire structure on the
Contractor's premises. Inspection and acceptance will take place at
Contractor's facility and delivery shall be at Contractor's loading
dock. The assemblies shall be weighed prior to delivery to insure
proper filling of the cavity with lead. Delivery is six (6) months ARO
for the first two (2) sets, (the basic requirement) and six (6) months
after notification to proceed for the second two (2) sets, (the
optional sets of assemblies). SAO will arrange delivery to its site via
GBL. Requests for Proposals will be evaluated on: (1) Total price for
all four (4) sets and (2) Past Performance, to include Contractor's
prior contracts with manufacturing similar assemblies of comparable
size and material. Price shall be considered significantly more
important than Past Performance. Only written, fax (fax 617-495-7485),

the requester are acceptable. This solicitation is 100 % set-aside for
