Requests for copies of a solicitation will be disregarded. The Bureau of Reclamation is seeking an automatic trashrake system that is compatible with our existing Atlas Polar systems in our various facilities near Yakima, Washington. Reclamation has conducted market research, but we have been unable to locate any sources other than Atlas Polar that meet our needs. The system must have interchangeable spare parts and function the same as the eleven existing Atlas Polar systems, without requiring additional training of Reclamation maintenance staff. Unless other qualified sources who meet our needs are found, Reclamation intends to negotiate on a sole source basis with Atlas Polar of Toronto, Ontario, to provide an automatic trashrake system at our Chandler Powerplant trashrack location, pursuant to FAR 6.302-1. The system must be an automated, hydraulic cylinder-actuated, raking device with a self-propelled carriage that travels in both directions along guide rails with the following features: telescoping boom and rake head; ability to rake all portions of the trashracks and deposit the debris into a conveyor or transporter trough; a cyclical raking motion that resembles manually hand-raking the trashracks; ability to operate from a station service power of 480-volts, three phase, 60 hertz; ability to remove grass, moss, branches, small logs, stumps, silt, gravel, floating debris, and large quantities of tumbleweeds; and to operate reliably outdoors in dust, direct sunlight, and ambient temperatures from -20 to 110 F.
