DESC: P-Presolicitation Notice. The US Army Research Office (ARO) announces the issuance of the Draft Broad Agency Announcement (BAA) for the Department of the Army's Advanced Concepts and Technology II (ACT II) Program. The ACT II program encourages application of commercial technologies which are mature or nearing maturity to address immediate Army concerns. This access to the commercial market is intended to shorten the acquisition cycle and to reduce the development cost. The BAA requests proposals for technology demonstrations in areas of interest to the US Army Training and Doctrine Command's (TRADOC) Battle Labs. The solicitation process to be utilized calls for the initial submission of a 2-page concept paper in response to definitive topic areas listed in the BAA. Concept paper submissions are due to the address listed in the BAA at 4:00 pm local time on 19 May, 1999. The concept paper will be evaluated and, if the technology is judged highly relevant based on criteria set forth in the BAA, the offeror will be invited to submit a complete proposal for evaluation. Complete proposals are due to the address listed in the BAA at 4:00 pm local time on 20 July, 1999. Release of the draft BAA is anticipated on or about 17 March 1999 and will only be available at the ARO internet address: http://www.aro.ncren.net/arowash/rt/actii.htm. The final BAA will be available at the same internet address on or about 21 April 1999. No printed copies are available. A help line for questions relating to the BAA is available at (919) 549-4375. NO OTHER SOLICITATION NOTICE WILL BE ISSUED IN REGARD TO THIS REQUIREMENT. The ACT II FY 00 Preproposal Conference will be held Monday and Tuesday, 5 -- 6 April, 1999 at the Omni Newport News Hotel, 1000 Omni Blvd., Newport News, Virginia, Exit 258A off I-64. The conference is hosted by Headquarters, Training and Doctrine Command and the Army Materiel Command. The conference pamphlet and registration form is currently available at the following internet address: http://battlelabs.monroe.army.mil, or can be requested by electronic mail addressed to lyonsr@monroe.army.mil or by fax to (757) 727-3445. You must be registered in order to attend the conference, which is limited to the first 500 respondents. Registration should be completed by March 12, 1999 to take advantage of the special group rate. Registrations after that date will be on a space-available and rate-available basis. No walk-in registration will be accepted. Directions to the hotel and information regarding accommodations and registration fees are posted on the battlelab's internet site referenced above.
