Research, acquisition, analysis, and reproduction of historical aerial photography of the Illinois Ordinance Plant (IOP) is needed to assist in site field investigations and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liability determination. Telephone and in-person support as requested will be provided on an hourly fee basis. The work to be performed is: obtain positive aerial transparencies of the IOP, perform a historical image analysis of Soil Conservation Service (SCS) and Department of Defense (DOD) aerial photographs, to determine what operations were associated with the Additional and Uncharacterized Sites Operable Unit (AUS OU) and when these operations took place, Chronological site analysis for each finding, and analysis of aerial photography provided in a digital format keyed to scanned images of the necessary frames of aerial photography. Each coverage of aerial photography and the findings from the analysis will be combined in layers to illustrate potentially contaminated areas and other environmentally significant activities and/or observations throughout the study period.
