Standards and Technology (NIST) intends to enter into a sole-source
purchase order with Howard Layer of the Franklin Instrument Company,
Derwood, Maryland under the authority of 41 U.S.C. 253(c)(1) -- Only
one responsible source. This procurement is for the development of a
complete documentation package for the newly developed VME-based data
acquisition system for the High Resolution Disk Chopper Spectrometer
within the NIST Center for Neutron Research. Mr. Layer is uniquely
qualified to perform this requirement due to his direct involvement in
the design, fabrication, and testing of this system. In order to avoid
critical loss of data and information, Mr. Layer will be tasked to
prepare the required documentation to allow for sufficient technology
transfer objectives. All work shall be performed at the NIST
Gaithersburg, MD site. The period of performance shall be six (6)
months from award. The Government anticipates the award of a firm-fixed
priced purchase order. The proposed requirement is for supplies or
services for which the Government intends to solicit and negotiate with
only one source under authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive quotations. However, all proposals received within the
response date identified will be considered by the government. A
determination by the Government not to compete this proposed
requirement based upon responses to this notice is solely within the
discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. A Request for Quotation (RFQ) package is not
