and Health intends to negotiate a project entitled "Simulation of
Gas-Particle Flow Fields Around a Three-Inlet Cyclone Sampler in the
Presence of a Human Torso," on a sole source basis with the West
Virginia University (WVU)-Office of Sponsored Programs. The respirable
dust sampler currently used as a personal compliance sampler in U.S.
coal mines suffers from sampling errors with respect to the respirable
sampling conventions due to changes in wind velocity, sampling flow
rate, and sampler orientation. These errors are referred to as inlet
bias. Preliminary tests on an isolated cyclone sampler indicate that
problems of orientation and velocity bias could be greatly minimized by
using cyclone samplers. However, in reality, the sampler is worn by a
worker on the lapel and the gas flow field at the sampler inlet is
quite different from that experienced by a sampler in isolation. The
purpose of this project is to obtain information on (1) gas and
particle flow fields around a three-inlet cyclone sampler worn on a
mannequin and (2) the aspiration and penetration efficiencies of the
sampler using a computation fluid dynamics (CFD) model. The proposed
Project Investigator at WVU has designed and tested a three-inlet
cyclone for respirable dust sampling, which is licensed, but not
commercially available for use on this project at this time. The
proposed contractor has already generated a mannequin model in a
simulated wind tunnel and has extensive experience with this device and
other newly-designed cyclones to perform this project. Organizations
that can demonstrate their capability to provide a sampling device
comparable to the one described above shall submit information to
Brenda Goodwin within seven (7) days of posting of this notice. This
