Department of Veterans Affairs Medical Center, Hampton, Virginia, is
seeking A/E design services for project 590-221, Renovate Psych Area
Building 137-A at the Veterans Affairs Medical Center, Hampton,
Virginia. This project will require field investigation, working
AutoCAD 2000 drawings and specification, construction period services,
estimates and certain other items. Renovation work shall occur while
part of the building is occupied and design work shall ensure patient
and employee safety. Building 137 was built in 1963 and has an
antiquated HVAC system. Design shall include demolition of the existing
2 pipe chill/hot water loop and tying into the newly installed 4 pipe
system accomplished with the project for Spinal Cord Injury ward (137-C
Section). Energy controls shall interface with the existing Direct
Digital Controls and the facility's Ethernet LAN. All existing
utilities shall be redesigned for energy efficiency, i.e. all light
fixtures shall utilize energy efficient electronic ballasts.
Architectural work shall include demolition of all interior walls and
interior finishes-then going back with an efficeint new floor plan
which meets the VA's Handbook 7610 for space planning criteria. The A/E
firm shall be familiar with the VA's design criteria for all
disciplines. the Mental Health Clinic (Chapter 260 of aforementioned
handbook) design servuces shall include the following systems: Nurse
Call System, Fire Alarm/Sprinkler System,Telephone/Data System, Medical
Gas, Master Antenna Television System, etc. The A/E firm shall be
familiar with NFPA 101, Life Safety Code and methods for ensuring
patient safety in a psychiatric ward. The VA's design criteria is now
published on the World Wide Web at
www.va.gov/facmgt/standard/standard.htm as is the case with the A/Es
submission criteria pg-08-15,volume C. Estimated cost of construction
is between $2.5 million and $5million. Selection criteria shall include
(1) experience in type of work required;(2)professional qualifications
and experience of staff to be assigned to the project;(3)ability to
accomplish work within required time frames;(4)past performance as
related to the quality or work, meeting schedules and keeping within
the scope and budget;(5)area of consideration limited to 100 mile
radius to the Medical Center. Submit two (2) copies each of SF 254 and
